For the PeCoffLib instance in MdePkg/Library/BasePeCoffLib/, it supports both PE and TE image formats.

There can be use cases that some platforms may want to reject the TE images and only support PE images.

Possible approaches to archive the goal:

1. Add a new PeCoffLib library instance that only support PE images.
2. Introduce a feature PCD in BasePeCoffLib so that platform can choose to disable the TE image support.

I cannot recall the background for this feature request and I do not plan to provide patch for this.

If no one else is requiring this feature, I think this one can be closed with no further action.
