bamboo.sh: Fix Python detection

I discovered as part of #1196 that something is not right when trying to use a specific python-config and with autodetection. As a result, we are always picking up the system Python in GitHub Actions. I don't think this is an issue in Jenkins, but a fix is needed because

• the logic differences between python3 and none for that one bamboo argument are unclear
• we will continue to fail CI in this repository as long as Python 3.14 is the system Python and there isn't a fix in core
