Create a default observability setup using a deployed otel collector gateway by default

Context

it should be easy to observer platform-mesh without massive reconfiguration of all parts. By default platform-mesh should deploy a OTEL gateway and all components should be integrated by default.

• Design what this means for metrics, logs and traces.
• by default the gateway would be no-op, but then it should be easily possible to deploy receivers and configure the gateway to send data to given receivers.
• As part of this ticket change the default configuration of all components to integrate into this gateway and adjust components that are not yet prepared for it.
