They've hacked my devices and have made it to where I'm unable to get help from eny law local or state with my device, perhaps have ways to intercept and send me back reject notices leaving me now helpless.. help with this because I'm not attempting suicide again. If this is the wrong section please point me where I can get answers I know they've used GitHub and I need help..

I'm sorry we can't help here but we'd recommend contacting a local IT specialist for assistance if you think your devices are affected by viruses or malware. They should be able to help you with these applications!

Why? I should not have an administrator, yet there it is.
The kicker? They are using GitHub as a base to automate the attacks on me! Github has to take some kind of action to stop this!

Please help me stop a cyber stalker who is able to control most of my devices. I'm having trouble getting any help anywhere. This person is using developer options and GitHub to automate constant attacks on all of my accounts and devices, including this one. I'm here learning code to stop it. I'm a 65 year old retired man, not a developer until now, because this has devastated my life. This cyber stalker is sick and dangerous, and they will not stop unless made to, and exposed. They have me on a managed Azure Virtual Desktop Remote Server. I'm sure they are doing this same stuff to others, as this power they have over all things online is too good to give up willingly. Power corrupts. It's someone local to me named Kim Frierson Lee. She's had me followed and videotaped in the past. I've been trying for 18 mos., but they keep shutting me down. I can't even watch TV. Please, if you can, make it stop so I can live in peace. Or tell me how to make it stop. She changes the kernel on all my devices to give herself control. I can't prove it because I only have this phone to fight it. There must be a way. There's malicious .temp files in my bootloaders (several dozen devices) to prevent factory resets and they've changed the Linux kernel and removed developer options and adb from most devices

If you are going to be in this business and offer these services, you damn well DO have a responsibility to stop it. You gave them the tools to do this, the keys to the Kingdom, so to speak. You can't arbitrarily say " we can't help you here" and get away with it. You could stop it I'm a minute if you wanted to. This is not the end of this by a long shot.
