added to v4.19 and virt-handler ignore

as we move to v4.19 update the config for 4.19 and added missing:

Looks consistent with what was introduced in #235 - with the exception of the 4.13 and 4.18 changes.

@rhmdnd , we noticed some duplicates in the v4.18 and v4.13 and fixed those
