We are using {prefix}{version}-{clusterid}-{namespace}-{name}-{service port}-{destination rule subset}-{hash}
as the NEG name for ASM NEGs. This is using one more hypen connector
compared to {prefix}{version}-{clusterid}-{namespace}-{name}-{service
port}-{hash}.
