Add libsecret and Apache httpd packages so mod_dav_svn and GNOME keyring libraries are built. Add test matrix with testing for (check, davautocheck) x (ubuntu-latest, ubuntu-22.04-arm).

Great! Actually, I had a few problems with dav tests even in my local environment, so didn't implement in the workflow. |
