Convert Docker build action into composite action

The majority of steps for all Docker images is nearly identical, save some details in the tag creation. With an increasing number of package build images, changes to the build workflow become more and more difficult to maintain.

The workflows should be converted to use one composite action to facilitate maintenance and ensure a common build standard among all images.
