PR Summary

This change updates the schemas, reference documentation, and changelog for the latest unreleased changes to DSC, including:

  • Addition of caching for the PowerShell adapters
  • New functionality for importer resources
  • New Microsoft.DSC/Import and DSC.PackageManagement/Apt resources
  • New --what-if option for dsc config set.

Cache description looks good.

This change updates the source schemas for the latest changes, namely:

- The new `Import` kind for resources
- The new `resolve` command for resource manifests
- The new `Resolve` capability
- The `get` command in resource manifests being conditionally required.

Updating the generated schemas will be done in the following commit.
This change regenerates the canonical schemas from the updated
source definitions.
