Feature Request: Flexible Pay-As-You-Go Quota for Copilot

Problem:
Current Copilot quota limits restrict developers using advanced models (e.g. Claude Opus), especially for production-level work. This creates friction and forces users to switch tools.

Proposed Solution:
Introduce a usage-based billing system similar to Netlify:

• Base subscription (Copilot Pro)
• Optional top-up credits for heavy usage
• Clear cost-per-request visibility per model (Claude, GPT, etc.)

Benefits:

• Developers can scale usage without interruption
• GitHub increases revenue from power users
• Reduces churn to external AI tools

Use Case:
As a developer building a fintech app (handling backend logic, APIs, and security), I need consistent access to high-quality models without hitting hard limits mid-development.

This model would align GitHub Copilot with modern cloud billing standards.
